KCTCS Board of Regents

KCTCS is governed by a 14-member Board of Regents. The governor appoints eight members; six are elected by faculty, staff, and students in the technical and community colleges.

Richard A. Bean lives in Louisville, Kentucky. Mr. Bean has extensive experience in real estate and banking. He is a member of the National Association of Home Builders and is a director of the Home Builders Association of Kentucky, having been active with that association for more than 18 years. A member of several banking associations, including the Louisville Mortgage Bankers Association and the Mortgage Bankers Association of Kentucky, he also teaches continuing education classes. Mr. Bean is a veteran of the U.S. Army and served tours in Germany and Vietnam. Mr. Bean received a bachelor’s degree from the University of Kentucky and is a member of Phi Gamma Delta, a past president and member of the UK Alumni Association, recipient of the UK Alumni Service Award, and is a UK Fellow. He also is a past member of the former Jefferson Community College (now Jefferson Community and Technical College) Board of Directors and former chair of the JCC Education Foundation. Mr. Bean has served the KCTCS Board of Regents in various leadership roles, including chair of the Finance, Technology, and Human Resources Committee and Board Vice Chair. In June 2007, Mr. Bean was elected to a second term as the Chair of the KCTCS Board of Regents. Mr. Bean was reappointed to the Board in 2007 for a six-year term that ends in 2013.

Joseph B. Wise, III, D.B.A., lives in Louisville, Kentucky, where he is the Business Manager, Secretary – Treasurer for the Greater Louisville Building and Construction Trades Council, AFL-CIO. He has experience with empirical research, project costing, human resources, quality control, budgeting, establishing financial controls, and contract negotiations. He holds three degrees in business administration: a bachelor’s degree (cum laude) from Spalding University, a master’s degree from Bellarmine College, and a Doctorate in Business Administration from Nova Southeastern University. In June 2007, Dr. Wise was elected to a second term as KCTCS Board of Regents Vice Chair. Prior to becoming Board Vice Chair, he served as Board Secretary for two terms. Dr. Wise is a member of the Executive Board of the Greater Louisville Building and Construction Trades Council and the Leadership Louisville Class of 1999. He is a delegate of the Greater Louisville Central Labor Council, AFL-CIO. Dr. Wise’s term on the Board of Regents ends in 2009.

Ms. Johnna Reeder lives in Covington, Kentucky. She is the Regional Communications and Public Affairs Official for Duke Energy Corporation for Ohio and Kentucky. Ms. Reeder is active in several community and service organizations, including Legacy, the Greater Cincinnati Foundation Funding Board, and the United Way’s Young Leaders Society. She was recently honored as northern Kentucky’s 2008 Outstanding Woman Emerging Leader and is a past Chairman's Leadership Award recipient for Citi Cards – North America and a Citigroup Quality Excellence Award winner. Some of her other honors include the Cincinnati Business Courier's 40 Under 40 Award, the YWCA of Greater Cincinnati’s Rising Star Award, and the Imagine Tomorrow Award from Children Inc. In 2007, Ms. Reeder graduated magna cum laude from Thomas More College with a Master’s in Business Administration. She also has a Bachelor’s in Communications and a minor in English from the University of Memphis and is a graduate of Leadership Northern Kentucky and Northern Kentucky University’s MBA Essentials program. Ms. Reeder currently serves as the KCTCS Board of Regents Secretary. She was appointed to the KCTCS Board of Regents in 2005 for a six-year term that expires in 2011.

Mark D. Brooks lives in Bowling Green, Kentucky, and currently serves as Public Relations Director for Bowling Green Technical College. In 2008, Mr. Brooks was honored as Bowling Green Technical College’s Outstanding Staff recipient at the New Horizon’s Conference on Teaching and Learning. Mr. Brooks has experience in television broadcasting, film, and commercial photography. He has worked as a professional cinematographer and commercial photographer and has taught in the aforementioned subjects at two and four year colleges. Mr. Brooks has served in numerous leadership positions, including Chair of the Bowling Green Technical College Staff Senate. His current leadership roles at the college include service on the college president’s expanded leadership team and chairing Bowling Green Technical College’s Web Services Team, one of the college's Strategic Planning Teams, and the college’s Integrated Marketing Team. Other service includes membership on the college’s Crisis Communication Team and its Enrollment Management Team, as well as membership on the KCTCS Public Relations Peer Team and the KCTCS Web Services Peer Team. Mr. Brooks holds a Bachelor’s of Arts in Broadcasting and Religious Studies from Western Kentucky University. In August 2006, Mr. Brooks was elected to the KCTCS Board of Regents to serve as the Occupational/Technical College Staff Regent. Mr. Brooks' term as staff regent ends in October 2009.

Mr. Randall L. Barnes lives in Paducah, Kentucky. He is a student at West Kentucky Community and Technical College (WKCTC), where he is pursuing an AAS in Visual Communications: Multimedia. Mr. Barnes was elected the 2008-09 WKCTC Student Government Association (SGA) President and participates in the National Scholastic Sportsman Program, a high school based club that encourages outdoor activities and conservation. Mr. Barnes was elected by the 2008-09 College SGA Presidents as one of the KCTCS Student Body Co-Presidents and as a member of the KCTCS Board of Regents. His one year term as regent will expire August 10, 2009.

Paul C. Callan lives in Lawrenceburg, Kentucky. He has 17 years experience teaching Electrical Technology and is currently an associate professor at Bluegrass Community and Technical College – Danville Campus. Mr. Callan served on the formation committee for the first faculty council at the former Central Kentucky Technical College (now Bluegrass Community and Technical College). He has represented faculty as a KCTCS senator and served as vice chair of the former Central Kentucky Technical College Faculty Council. Mr. Callan is the faculty representative for Bluegrass Community and Technical College’s Manufacturing Industrial Technology programs and serves as the state co-chair for the Electrical Technology Curriculum Committee. Mr. Callan earned a Diploma in Industrial Electricity from Central Vo-Tech (predecessor to Central Kentucky Technical College). He has an Associate in Science in Industrial Electronics; a Bachelor’s in Science in Vocational, Industrial, and Technical Education; and a Master’s in Science in Vocational Administration, all from Eastern Kentucky University. In August 2006, Mr. Callan was elected to a second term on the KCTCS Board of Regents to serve as the Occupational/Technical College Faculty Regent. Mr. Callan’s term as faculty regent ends in October 2009.

Ms. Ginger M. Carroll lives in Chavies, Kentucky. She is a student at Hazard Community and Technical College (HCTC) and is pursuing an associate degree in business. She was elected the 2008-09 HCTC Student Government Association (SGA) President and is active in the Order of the Eastern Star as well as charity work. Ms. Carroll was elected by the 2008-09 College SGA Presidents as one of the KCTCS Student Body Co-Presidents and as a member of the KCTCS Board of Regents. Her one year term as regent will expire August 10, 2009.

Jackie B. Cecil lives in Stanville, Kentucky and currently serves as Director of Human Resources for Big Sandy Community and Technical College. Mr. Cecil holds an associate degree from the former Prestonsburg Community College (now Big Sandy Community and Technical College) and a bachelor’s degree from Eastern Kentucky University. Mr. Cecil has served on various boards and committees in eastern Kentucky, including president of Big Sandy Health Care Board of Directors. He also is past president of the Gateway Regional Society for Human Resource Management Chapter in eastern Kentucky and has been instrumental in the Chapter’s reactivation. Mr. Cecil is a member of Big Sandy Community and Technical College’s President’s Advisory Council, Planning Council, President’s Diversity Advisory Council, College Leadership Team, East Kentucky Science Center Transition Team as well as a member of the KCTCS Human Resources Peer Team. In August 2006, Mr. Cecil was elected to the KCTCS Board of Regents to serve as the General Education Staff Regent. Mr. Cecil's term as staff regent ends in October 2009.

Brenda R. Corey lives in Gray, Kentucky. Ms. Corey has over 20-years experience in various Knox County public school positions, including Assistant Superintendent for Support Services and Facilities, Director of Pupil Personnel, District Health Coordinator, and elementary school teacher. She provided leadership for the implementation of Family Resource and Youth Services Centers and coordinated the transfer of the Knox County Adult Education Program from Union College to the Knox County Board of Education. In addition to several professional certifications, Ms. Corey holds a Rank I certification with emphasis on elementary education and a Master of Arts in Education with emphasis on elementary education from Union College. She is a member of the Kentucky Association of School Administrators, the Kentucky School Board Association, Phi Delta Kappa, and a charter member of the Knox County Kiwanis. Ms. Corey was appointed to the KCTCS Board of Regents in 2003 for a six-year term that ends in 2009.

Mr. Porter G. Peeples, Sr., lives in Lexington, Kentucky, and serves as President/CEO of the Lexington Urban League. Mr. Peeples is a graduate of the former Southeast Community College (now Southeast Kentucky Community and Technical College) and the University of Kentucky, where he earned a Bachelor’s of Arts in Elementary and Special Education. Mr. Peeples is active in several community and service organizations, some of which include the Kentucky Housing Corporation Board, Bluegrass Airport Board, Bluegrass Community Foundation Board, St. Joseph Hospital Foundation Board, Lexington Chamber of Commerce Board, World Equestrian Games 2010 Board, Fayette County Education Foundation Board, Fayette County Schools Equity Council, and National City Bank’s Community Development Corp Board. Mr. Peeples was appointed to the KCTCS Board of Regents for a six-year term that expires in 2012.

Michael D. Quillen lives in Brooksville, Kentucky and currently serves as Professor of Biology at Maysville Community and Technical College, teaching Biology and Energy Systems. At the college, he has served as lead teacher and coordinator of Environmental Science Technology and as Interim Program Coordinator of General Occupational and Technical Studies. Mr. Quillen also has served as a KCTCS Council Senator, as a Curriculum Review Committee Senator and Chair, and as a Biology Curriculum Committee Co-Chair. He recently completed a second term as Chair of the college's first consolidated Faculty Assembly and Faculty Council. Mr. Quillen has a Bachelor's of Science and a Master's of Science in Biology from Morehead State University. In August 2006, Mr. Quillen was elected to the KCTCS Board of Regents to serve as the General Education Faculty Regent. Mr. Quillen's term as faculty regent ends in October 2009.

Marcia L. Roth lives in Louisville, Kentucky and serves as Executive Director of the Mary Byron Foundation – a public grant making charity funding programs to stop domestic violence. A graduate of Northwestern University, she has served on numerous boards at the local, state, and national levels. Ms. Roth has lectured, written, and trained extensively in the field of domestic violence. She is a member of the University of Louisville’s Women’s Studies Community Board, the Domestic Violence Prevention Coordinating Council, the Library Foundation Board, the Council on Domestic Violence and Sexual Assault, and the Governor’s Task Force on Domestic Violence. Ms. Roth was integral in the concept and implementation of the nation’s first computerized victim notification program (VINE). Her term as regent ends in 2014.

Larry Savage is a native of Union, Kentucky, and is Regional CEO of Humana’s Midwest Region with responsibility for Humana’s operations in a six-state region that includes Kentucky. Mr. Savage’s strategic vision and dedication to operational excellence has led Humana to unprecedented growth in the Midwest region, with many of the region’s most prestigious employers as customers. Mr. Savage is a member of several Northern Kentucky and Greater Cincinnati boards and committees, including the Board of Advisors of the Northern Kentucky Chamber of Commerce, Board Member Emeritus of the Family Nurturing Center, and the Board of Governors of the Metropolitan Club. He holds a bachelor’s degree from Eastern Kentucky University and proudly serves as chair of the KCTCS Board of Regents’ Academic Affairs and Curriculum Committee. Mr. Savage is serving a six-year term on the KCTCS Board that ends in 2010.

Thomas O. Zawacki lives in Georgetown, Kentucky, and serves as General Manager of General Affairs for Toyota Motor Engineering and Manufacturing America. He holds a master’s degree from Webster University. Mr. Zawacki is a graduate of Leadership Kentucky and is a member of various other boards, including the Japan-America Society of Kentucky and is president of the Center for Quality People and Organizations. Mr. Zawacki is a past chair of the KCTCS Foundation, Inc., the Kentucky Chamber of Commerce, Georgetown Community Hospital, and the Lexington-Fayette Urban League. Mr. Zawacki currently chairs the KCTCS Board of Regents Finance, Technology, and Human Resources Committee. His term as regent ends in 2012.
